Fixed bug with suggestions menu
Added a new bookkeeping menu. Now you can take loan at 12% per annum. Costs for paying passive expenses will be automatically paid once a year.
Added land for construction. So far, 1 piece of 3x3 cells costs 40k marks. 1 piece in the middle of the map will be available from the very beginning. You can change everything in save files.
