Devlog 12 - Tutorial reworked

10 Year City tutorial is back on running!

Update 0.941 New Features:

• Tutorial is available again
  • Added "Have you played before?" question to main menu
  • Once tutorial is finished, it will not show up again
• Pan camera on screen edges

• Support buildings have now icons on map

Minor changes/fixes:

• Fixed bug where reserved building button did not update next turn, even if you had enough money
• Fixed bug that prevented Educational buildings appearing on buildings upgrade selection
• Roads have now higher supporting percentage
• Infopanel should be smaller now, because building names are wrapped
• Tooltip appearing time is now faster
• Population housing warning now appears after VFX is finished
