Flag System Overhaul

Howdy y'all! 

No gameplay changes in this update but I have overhauled the flag system used in the game. 

The flag system has its tendrils in every corner of the game so there's a solid 75% chances I've broken something, so if anyone is bored and wants to replay our game (or play for the first time) I'd love to here any feedback on potentially issues that have arisen.
