0.31c Bug Fix for Queen in Deficit

Hey guys, just some bug fix passing though here, these are rather minor, the chance you encounter the game breaking one is rather low, but still, make sure you are running the latest version for optimized experience:

• -Fixed the bug where the General still in the palace court even after an event is finished.
• -Fixed the bug where the Stag Clan event would clash with an succession event.
