Patch 2019.11.17

A few small updates:

• Online servers now show a player count.
• There is now an option to toggle sound effects.
• Room has more situation handling regarding starting a game:
  • Shows a reason why you can't start a game if you're the only one in the room.
  • Says you're waiting for the host to start the game, if you aren't the host.
