0.6.3.2b hotfix

Complevel fix

• Add a COMPLVL lump that enforces mbf21, otherwise the mod breaks when loaded with map packs that set a lower complevel (sure, this could potentially break something in those map packs, but you’re already breaking them in a different way by loading this gameplay mod, so…)
