chapter 3 is now out

finished main components to chapter 3

added all rooms in chapter 3

added in control city (where most of chapter 3 takes place)

added in a few popular characters from the side stories: fog arcanebluff and root burnhopper (in dialog only)

all that is left now for chapter 3 is hook up the map system and minor details mostly in the library and a backtrack reward if gone back to after clearing the chapter

chapter 3 has a choice early on in which affects the game's story (mostly in chapter 4 and 5 but has major changes in dialog throughout the chapter)
