Small QoL change and format fixing

Some small changes before the planned playtests:

Minor change made to fix the table of contents starting on the same page as the Hook in the pdf. Didn't catch on the major update, so now the hook and table of contents have their own pages now.  

Biggest change is that the NPCs now have trait lists for use with the investigator trait Elementary!. This is a quality of life change to make it easier on the Narrator instead of having to come up with stuff on the spot. Now they can pull traits depending on the roll result for each NPC when an investigator uses Elementary!.
