2) Is it even possible to have a bow that one shot any player?
No but there’s a one shot glitch with bow 3, happens randomly. Anyway those are just kill compliations not one shot compliations.

the map would be forced to be larger, and if horses are in a limited number, it would be VERY frustrating.
