I have done the same as you, multiple saves but she is still not at the elevator.

I defeated the lake lady and Lauren told me to meet her at the service elevator but when i go there she isnt there , am I supposed to do something else before being able to meet her? Also when I tap on the 'shop' option at the surf shop, nothing happens, is there supposed to be a shop popup??
