The rules and description are clear here. You even pasted the section of the rules specifying the reliance of the game on MetaFab. Appreciate your submission, but because you didn't integrate MetaFab your game is disqualified. We host jams monthly. If you would like to participate in the future we will happily review MetaFab and integration requirements.

You can use any platform you'd like; however, remember that the judging will be heavily community driven. Android would likely significantly reduce the pool of people (including the admins of this competition) that could easily play your game. Sticking to Windows is a safe bet. Perhaps in the future, we will run a mobile-only competition.
Thanks for the question. One of the core systems needs to rely on MetaFab. In short, this would be considered the "economic layer" -- or upgrades, progression system, etc... Referencing players alone wouldn't constitute a "core system" used within the game. Happy to dive in deeper in Discord if you'd like to join and ask more detailed questions.
