Seems to be fps (might have been a freak correlation but cleaning my base up and removing excess light sources helped cull the issue down) tied and easily triggered on reloads and by leaving a bunch of drives cluttered near the slots in general.
If you loaded the game with the drive in, you have to restart it again to reset the slot.
It can also randomly trigger when removing/plugging in drives, but you can correct it by plugging the bugged drive back in UNLESS YOU STORE IT- I keep a dummy drive on my desk to test slots before loading my drive box up to send off as prevention, as if you load the bugged drive into the box, you cannot fix it without reloading the game, even if you take all the drives back out of the box and try to plug them back into the offending slot.
You can retract the cable plug by looking for the option on the coffee maker end of the cable.
This working for all machines with cables.
A bit strange, usually if something falls through the map it teleports to the top of the world and falls near where it fell down- it might be in a bush somewhere nearby but it's probably easiest to put the password changer in the mailbox, save, start a new save, run to the mailbox, get the password, changer, and get the book in the new save and put the password changer and book in the mailbox and save. You can do the same with anything you can put in your inventory- hopefully the book can be picked up (don't see why it couldn't be) as that is the only requirement to using the mailbox besides being in story mode.
The problem is that Winrar nowadays can have issues extracting every file from an archive. It's definitely worth tossing it out for 7Zip.
You must use 7zip or winrar, the default windows compression and extraction is horrible and only handles default .zips and some odd formats.

(If you are unsure which to get, the first option under 7-Zip 23.01 (2023-06-20), for windows 64 bit is the latest stable release.)
With an archiver installed, it should add an option to the right click menu, and from there you can "extract to (folder name)"; avoid using "extract here" as it will just dump the folder contents out of the folder. You can also compress your own folders to save space or make backups or share stuff faster.
