This is the same problem I'm having. I still haven't figured it out so I've sort of stopped playing. (If you find some solution please get in touch with me!)
As for the surf shop, I think that's a feature of the game. I've experienced it before with other games with the shop being unavailable until you further complete the story, something about "the shop owner needing to go out and collect materials."
I appreciate the quick response as I'm having the same exact issue. I'm not sure about princess_jasmine, but I've tried 3 different saves and even made a new account (I thought that maybe my account was bugged) but it hasn't seemed to fix the issue.
For clarification's sake, she was there to install laser eyes meaning I've gotten to the elevator but haven't seen her.
