It appears the person has put in a default minimum price - so they'd like $19.99 but you can manually change it to $12.50 because that is the minimum price you need to pay. (Just overtype the $19.99).
(Well I can change the price, but obviously as I'm not going to buy the assets, I didn't try to check out.)
