I turned the fish in every few that I caught.  When I got to the 15 or whatever, I got the golden rod, but not the achievement.

So far, I've caught everything that I know  of and turned each one in, hoping to trigger the achievement.

Btw, all other achievements unlocked correctly.

Edit: I've seen a good percent of the players unlock this with no problem.

And as a bonus, there are no save slots, just one... really don't want to overwrite my game to get this done.

Hey really sorry this didn't unlock properly for you.
If you've gotten the golden rod, you should have gotten the achievement.
When you check the fishing journal in your inventory, are any of the fish still blacked out?
Also, you've turned in every single fish in your current inventory?
Also, if your Xbox was disconnected from the internet when you unlocked the achievement, it may not appear until the next time you boot up the game connected to the net?

And yes, unfortunately, if the file is truly bugged, then you may need to overwrite your save, which would suck.
The issue may be able to sorted out with a patch, but it would be a while before that goes live.

I don't have any blacked out entries in my fishing journal.

I have turned in every fish I've ever caught, have 100 or so pieces of bait.

I was playing through and everything unlocked fine as I was progressing and everything after unlocked just fine too.

Well, as  far as I go, I went ahead and restarted the game with the focus on getting about 10 gold feathers and then doing the fishing.  This time, I got the golden rod and the achievement, but everything else that I did is gone.
