Assuming that you have already beaten Richter and gotten the metro pass, go to the train at the top of night market and travel to the weather station. At the weather station, collect the double jump then go to the cerulean cove and collect the orca kick flip. After this, head back to Night Market and jump on top of the Train station roof. From here, use a combination of double jumping, Orca kicks and dashes to get to the jump pad on the left wall (you should be able to see surf at this point). After this, dash to the hanging wall. Slide off the hanging wall, dash, double jump and orca flip onto the platform (Dont't fall into the water at this point). From here, just dash across the water and you can collect surf. Warning this may take a few tries ( especially getting on to the jump pad )
