I found a way to fix it. I was using a non-US keyboard layout, so all I had to do was switch from my layout to the US layout and now the "1" key above my "Q" key activates the ketamine. The game doesn't have that many keys so I don't see the point in putting such an important function on a key that changes its output from layout to layout.
