I've went through rebuilding the Slave Quarters a few times now, and Violith never gives me the quest for the certificate. Has anyone else had this issue?

After being offered a room, I get stuck in this bedroom, and can't really move. Well, I can, but it disregards the map entirely. This is during the Fellise mission

How do you find the smugglers to begin the restoration? I've tried using the wait menu, but nothing seems to happen. And I have done it after 23:00
