I was stuck in the same part, after wandering the map for a lot of time I've discovered that while the quest says that you need to speak to Gal Goodgirl, what you actually need to do is defeat Bea (gym leader ) in Dewford. Then go to Rustboro to talk to Gal.

I'm having a bug with the game inventory and item shop, all the items appear as blurred squares with no information about them, i can click to equip and unequip an i can buy or sell them, but i cant see what they do or how much they cost, is this a known bug?

Midway through the game I had to let go of my cock to grab my reading glasses. 10/10, masterpiece.
