How many scenes are there with the mysterious hypnotist? I have found the second but am stumped with any remaining ones.

So I am a little stuck, the Faylen went to the lighthouse and everyone talked about letting me into the elf enclave, but after that, I have been unable to progress the story.
The bar tender keeps telling me that the elves are letting people in, but every time I go to the elf enclave, the guard stops me.
Is there a step I am missing or a relationship I need to increase?
