I have the same issue. I got it to work (sort of).
* Go to System Settings > Privacy & Security > Developer Tools - add Terminal.app here
* Ctrl+click GMEdit.app and Show Package Contents
* Go to Contents > MacOS and open GMEdit in that directory
For me this opens a Terminal window which launches GMEdit.
