In lieu of a bugs forum I'll post here before I forget
I loaded up the game and changed the resolution to match my default (from 1024x768 to 1920x1080) and the graphics menu froze over the screen. The game continued to run in the background, on key press the game started loading the tutorial, I changed no other graphics setting.
I was able to kill the graphics menu by hitting ESC a couple of times, but then my mouse input wasn't being registered.
I had to alt+F4 the game to exit. When I relaunched the game, it was running at 1080p.
Update: Changing other graphical effects does not cause the same issue, just changing the resolution. Interestingly when I tried to go higher than 1080p (2715x1527) the new resolution doesn't carry over after relaunching due to the same bug and it was back at 1080p again.
