They should appear every time you go to shrine town, that's what it did for me
I've never even gotten the pop up so do you need to go somewhere to find them or what?
They appear randomly when traveling from wherever you may be to Shine Town.
They don't appear in Shine Town itself, if that's what you're thinking.
