as in missing microsoft's directx 11 framework? Some steam games install it automatically when they need it during the "first time set up" (installing the .net framework)- since you haven't run a game that has done this, you just need to download and install it manually from their website https://www.microsoft.com/en-us/download/details.aspx?id=35

I just installed it but I get a message saying that it is already installed but it still doesn't work
I also tried to update the driver system and it does not update, DirectX11 still appears and I can´t open the game

oh, it says you need a compatible GPU... sorry my man your pc is not good enough :(
it literally cannot even read/process the libraries and shaders needed for the game
