I've been having similar issues, but with my laptop instead of my phone. I've been able to install previous versions but all of a sudden I can't download this one. It'll bounce between "Network Error"" and "Forbidden". 

So for the issue with the Android install, I've been told you typically need about double the space on your phone as the game copies/unpacks the game and THEN deletes the install file.  Might that be the cause?

To answer the Network Error and Forbidden issue, it sounds like your antivirus might be triggering this?  My suggestion would be to disable it but in the mean time, I'm working on trying to figure out how to stop this game from triggering antivirus software so much.  There's a simple (empty) folder that is where saves are stored and some antivirus software seems to  really dislike this folder >_>
