This does not seem to make any sense at all...
Green outline means you can kill the enemy and that increases your level so that you can kill stronger enemies. I have updated the description so that it is more clear.
Then it is just bugged since the game does not behave anything like this.
I'll gladly look into any problems if you can be more specific.
