Applying to steam is long process, may take them up to 30 days to approve. And unless you releasing as EA (Early Access) than they won't approve unfinished games, if monetized. But best do your own research on this matter, this is only what I gathered from "HentaiWriter" and their release escapade of Future Fragment.
