hello, i don't know if i'm too late but if i am, i'm sorry. but if it didn't worked for you back then or still doesn't work for you. i advice you to download this https://pooi.moe/Locale-Emulator/ and to do what they tell you in this site. i tried it and it worked for me so i hope it'll work for you as well :)
Changing your locale is quite simple actually. You don’t need any emulators (the guy’s one above didn’t work for me, and seemed to have the trojan virus? [MEGA]) but follow these steps and you’re good.
(FOR Windows, if its not on them then search the web on “how to change SYSTEM locale {your pc type}”)

[guide provided should cover those (W 10, XP, etc) all but wording may vary a bit]
1. Go to your control panel
2. Click on “Clock and Regions”
3.Click on “Regions”
4. In “Regions” Click the administrative button (Should be on top)
5. Change system locale to Japan (you might be required to restart)

6. Change the format to Japanese
7. Go to “Date and Time” and set to Japanese (in “Clock and Regions”)
