Have you visit these locations at all parts of the day? Morning/Afternoon/Evening/Night
Sure I did visit both in different time, only the coffee boutique day is unlockable. Anyway not a big deal. Maybe its just an accident if you never receive similar feedback
I have seen this bug, the problem is - If that does happen, it's a random backgrounds, at different times of the day.
The only thing I can suggest is to replay the game and maybe it will help.
