It is in the public version. I don't know the steam version.
that steam version appears to be identical as the one here as far as i can tell since the patch notes on steam are identical other than an news post called "state of the realm: July" on steam

The Steam version includes the Act V intro, and will be expanded to include the rest of Act V as we complete it.
