There are only 15 squad leaders in total at the moment, the bottom row of squad leaders can't be recruited.

In the FAQ section on page 173 of the walkthrough PDF you can find the question "Q: Apart from the initial 6 vangaurd squad leaders, who can be recruited and how?" where all available squad leaders are listed. (Page number may vary depending on the verison of the walkthrough)
