Just at the Front of the Don's place.
Go down and you will find the Homeless shelter. Simply talk to all of them!
Afterwards pay 2k Bits! He will betray you after Sleeping, go the the Gentlemen's Club where he will give back 500 Bits, go back to the shelter and pay them Again.
Then continue as planned!
