Later on someone in the future will ask again, "Will the shopkeeper and Sugar&Cane able to lay eggs in the future"?
Furthermore, if Annie is able to lay eggs, then the ground surface would be crawling full of insects in 5 minutes xD.
Gonna break the game if Annie gave birth to hundreds of em on the surface xD
I suggested same thing in the past and answer was no at first.
But after suggesting limiting amount of enemies around of Annie or how many eggs she can lay and how many will actually hatch. There was a maybe answer but no sooner than when game is done as bonus content.
Edit (did some digging, almost to the end):
"If she is left unattended she will breed an army of insects which will crash the game. Don't worry, she will get her revenge in one of the endings."
"Yeah, I can add a tag that will limit the number of enemies bred by her. But will do that once the game is finished."
So there is hope
And to Shopkeeper as was stated before only secret which is in game now. And may be only maybe one more bonus when game is done. From what I recall and is buried somewhere in comments.
