So I'm trying to trade with a city and whenever i import something they keep getting angry because i'm taking to much because they wont take anything from me... I don't know how to export things out to them. Can anyone help?

You have to gift them things through the diplomacy window.  Then, they'll have a trade caravan make it's way to your city to pick up the goods.

The AI will only import things from you if they need them. They will, however let you take small amounts. Keep your imports under 5 per season, and the AI shouldn't get grumpy.
