There isn't a way to do what you're describing in regular Bitsy, but if you're open to adding hacks there are a couple of ways you could do this.

One is to use the javascript dialogue hack to change the colours of the current palette when they talk to the character []. Changing the colours in the palette is one of the example uses given near the top of the page.

Alternately, you could use the exit from dialogue hack, and have the player automatically move to a duplicate room with a new colour palette when they talk to the character []
