I’m sorry, I don’t remember off the top of my head, and PayPal tends to change their UI. I recommend going through all the settings options, or doing a search online about it. It may be related to security settings, or seller settings. If that doesn’t work, you can contact PayPal support about it.
When you do find it, reply to me here and I’ll make a note so I can help if anyone else has the same issue in the future.

You need to go into: settings -> seller tools -> payments -> payment preferences
I don't know if that's right in EN-US, I translated myself, originally it's: configurações -> ferramentas do vendedor -> receber pagamentos -> preferências de recebimento de pagamento
I also needed to agree with "automatically currency conversion" there, so these settings may be different from country to country.
