I actually don't know exactly where the config settings of the game are saved but I know it's somewhere in %appdata% or something. 
I also ran the game without a problem on micro pc's having a very obscure version of intel HD integrated graphic cards and ran without a problem. Even my brother's GPD Win could run it without a problem.
It will definitely run but maybe there is indeed a setting somewhere that starts blocks the screen from showing something.
So alt+tabbing shows a smaller screen that is fully black as well?
if you want to remove the saved settings of the game. After you get into the menu try pressing F1+F2 a couple of times and then press alt+F4 to close the game and then try starting it up again. then it should start the game with default settings.

My brother also had a surface pro but he sold it. So I can't really test it.

The F1+F2 trick seemed to work! After doing that and closing the game, upon re-opening, it showed the intro video again, and then the title screen appeared! I was able to play through the most recent demo, and the Easter demo. Amazing game! It's everything I hoped it would be.

I'm not sure exactly what the F1+F2 combo does, but it fixed whatever was wrong.

I just programmed that combo in to be able to remove the settings files to go back to a fresh start. So that the player doesn't have to go search deep into their pc to find them. Also a bit of a strange key combination but that is to avoid removing your settings by accident but still easy to remember if you want to do it again.

That's a smart idea. I would suggest maybe changing the key combo to F1+F3 though, as it is still possible to accidentally hit F1+F2 with one finger. Especially if you got fat fingers like me, or if you have a cat that likes to walk across your keyboard.

A player/cat is much less likely to hit F1 and F3 at the same time, since they're not right next to each other. Just a little suggestion.
