Yeah, it's a little hint on where you will find those NPCs during there quests.
There will be random NPCs moving around the city and a few police officers that will reprimand you for having sex in public since it's only allowed in public for TV shows or movies.
This city level is actually making me regret my decision to give up on making Magic Ring a separate game. I wish this censorship bullshit never happened.
You have a huge talent to make a game appealing. It's a shame you made that decission, but never say never, who knows what the future holds. By the way, police officers? Shizuka? And the whole NPCs moving around, etc, it's huge. hope you can develop it the way you want to, take care, it's a lot of work. Have a nice weekend!
