I have two cities.  Each one has a trade raft dock.  I set up a trade route from one city to another and....absolutely nothing.  My trade rafts sit there like idiots.  What am I doing wrong?

Patizor, You have to click their trade button.

When you select a unit that can trade, A trade button will apear.

Once you clicked it, click the settlement you want it to trade for.
