There should be tribes generating on the other islands. It could be that you just got unlucky with the world seed. It can be a little random.

I had searched out a couple water "Group" tiles (Many water tiles together that counts as a section.
and found a bunch of islands, but to no avail, Nothing.
Eh, it's ok tho. I'd probably just start a new save.
