I am "the public" but the game pages are telling me I can't rate anything because I didn't submit a game to the jam. Is there a waiting period before we can rate?

Good question.
There does seem to be a disconnect with what we said in the rules and what we set up in the jam.
Will discuss with American tomorrow and see what's what.

We will open this to the public in the next 2 to 3 days after me and American have already had a chance to go through every game and choose our winners and runner-ups.

What is the point of the public voting stage then? (I don't disagree with your method because the public can game the system but it therefore seems irrelevant for anyone to vote.)

Yeah, we already said that we're going to choose the winners  ourselves, to prevent 'gaming the system', so hopefully any of the public who want to vote will be doing so to just show their appreciation of the games, rather than to help the contestants gain anything tangible .
