How does your submission match the theme?
I wanted to make it so that every action would have a economic/gameplay result and also an associated political result (i.e. dual purpose). Thought it would be interesting to have a game where the best course of action is not always what you as a player would want to do as you need to take into account the whims of a political party who have different interests.

Third-party resources
Used Unity Engine 2017.01 for the game. Assets from me: Sounds came from BFXR, models from MagicaVoxel and other bits from Paint.net.
Looped music is Gravity by Whatfunk. Took hex map code and design from http://catlikecoding.com/unity/tutorials/hex-map/part-1/

Interesting game! I included it in my Game Maker Toolkit’s Game Jam compilation video series, if you’d like to take a look. :)
