I would have made the field of view wider and shorter. I like the idea overall.

The big submaring can shoot projectiles, but I couldn't find anything to shoot at. And more generally, I couldn't really find what to do. The atmosphere while exploring and the change in the cone of vision as a tradeoff for speed are interesting, but there isn't really anything to do on the way.

That's alright, this sort of thing happens. 
In my experience, the best way to avoid this sort of situation is to make a game with as small a scope as possible, even more so in a jam. To aim for a very clear and delimited gameplay loop, so all the efforts can go into highly concentrated droplet of game. And it helps avoiding featurecreep and the like too. Because if you know precisely where you going, you can also tell if a feature is necessary for the game you're trying to achieve. 
I don't know mean this specifically for your game, it's just what I came to learn after a few years of making game and repeatedly not having the time to do things properly. I hope it helps :]

AAAA I couldn't fit through the turn while being small, so tried making myself big and got softlocked :O

With that to a side, even if I couldn't finish it, I liked that you not only did what everyone else did, a speed-attack tradeoff thingie, but also added a view limitation that makes both the world feel larger than the game harder <3
