I can hear this as the soundtrack to a silent hill game, where the transition to the darker version of the world happens mid train journey.

This song really makes me feel the anguish, which I think is exactly the goal. What would make it even more tense, I'm thinking, could be a moment of silence or calm. That moment when you know that the worst is going to happen and silence makes you even more uncomfortable

Considering the theme of the jam I really was not expecting this. But if I enter a post-apocalytic city that have been vitified by a nuclear bomb...

Really spooky! Cold and liveless as the skyscrapers are! Gives a nice mood, I could imagine to reduce the volume for the "sirens" a bit and maybe add a few more different or changing elements to it. Or modify the sound of the sirens slowly over time to generate some change. This is a really nice soundscape!
