Two big highlights of this supplement for me are (1) this feels like a truly novel faction with its focus on "paranormally-suitable architecture" and (2) there's a lot of detail here for referees to work without losing any flexibility to insert it into a variety of settings.

Yes, the flexibility was very deliberate, as that's one of the things I like about FIST itself. Why close an open system that works?
Implementing a faction with a different motive than a simple "we're evil" brings a different perspective to the world. The Institute is presented as an antagonist faction but since they care more about business than ethics, they could end up in the same team as FIST on occasion. Only if it is profitable, though.
The enemies are interesting and fit a specific role, all with paranormal powers or characteristics. They don't really have a "classical" soldier on their roster but it might simply not be their specialities.
I like how there is a compatibility section in order to implement the Institute in narrative settings.

The compatibility section was easily the hardest to write, but it increases the 'usability' of the expansion several-fold. Shoutout to the FIST Discord for suggesting it.
A faction with an interesting theme and a nice contribution to FIST’s antagonists. You can use this group as a possible client, enemy or meddling third-party in any mission.
I might drop the telekinetic mercs. Messing with senses and the mind is this group’s raison d'être and if they were exclusive on those techniques it would be more thematic. (I assume the Oasis agents are masters of motivational speaking.)
By the way, how would one pronounce Sombroek?
