You can even make a webcam game if you really wanted to. Just keep in mind you want to keep the game as accessible as you possibly can to get more ratings.
Like other people said, you can create any type of game you want.
You do have to keep in mind the fact that you will need a minimum amount of ratings and people have to play your game to rate it. Not everyone has the hardware to play a webcam or VR game. Heck, there will be a large amount of people that don't even own a controller to plug in to their pc and are only able to play with keyboard/mouse.
In short: Yes you can do VR but it's not smart if you want to win.
