I'm thinking of including horror aspects to the game, but I'm not sure how far am I allowed to go. Is it okay to feature blood, wounds and weapons?

According to the rules (and my prior experience) gore is allowed. In fact, most game jams will even accept a game based solely around gore.  So some blood and wounds should be fine.
