After some time on hold, I am getting more development done for Haltera.
I changed the basic rules for action rolls, adopting a similar resolution mechanic I used for 3DR System but with a "roll under" approach. I did so to simplify the game and to match the "players agency" philosophy of the setting. Now, instead of the Narrator deciding the difficulty number, the players just have to roll under their skill+feats value. That also makes solo plays easier.
In the setting aspect, I added the description of a new entity that characters can make pacts with.
