Public - Chapter 14: Exercise Caution

I apologize for this late public update. After I returned from a convention, I caught a nasty cold and lost my voice for a few days. This ended up causing me to fall behind a week in the release as I still had some work to do on Ch14 art. 

However, chapter 14 is now available! What awaits us in arc 4...?
