0.12 Release

- WebGL version is back (because of reasons) but still isn't exactly the main focus.
- Added Teleporter Buggy enemy
- Added Stealer enemy
- Added Slower enemy
- Added Lazer buggy
- Added Teleporter Boss that can teleport train carts around
- Improved train engine model
- World map view also has the new biomes
- Game doesn't reload the main scene for every transition anymore. This greatly improves wait times (from about a second or two to instantenious)
- Added new scenarios:
- Act 1: A raging storm, A group of bandits attacking a train, Derailed train, Friendly old man on a hill, Pool of slime
- Fixed some enemy bullet bugs
- Made the train snap work a lot better by snapping on the train buildings.
